HOUSING MANAGEMENT THROUGH THE DEVELOPMENT OF THE RENTAL HOUSING MARKET

Abstract

The article is devoted to the main directions of the modern state housing policy of the Russian Federation. The purpose is to show the ontology of the study of the housing sector and, using the example of Russian practice, demonstrate the implementation of housing management tools with the disclosure of key issues. In this article, the researchers identified the problems of housing policy and proposed the main models of rental housing as one of the modern mechanisms of public housing policy in Russia, and its effectiveness. The practice of implementing programs at the federal and regional levels for the development of rental housing construction in 20 regions of the Russian Federation is evaluated. The authors draw conclusions about the modernization of the institutional framework for housing sector management. The main problem has been identified, which still remains unresolved neither at the state level nor on the part of private developers. The prospects for further research on this issue are outlined.
