Abstract
The article considers the theoretical foundations of the study of local self-government in the Russian Federation. The key theories explaining the essence of local self-government are revealed. The modern understanding of local self-government is presented. The study reflects the first steps taken by the public authorities of the new subjects of the Russian Federation to form the legal foundations of local self-government. The features of the territorial organization of local self-government in new regions are revealed using the example of the Donetsk People's Republic. The idea of the importance of developing a system of criteria for determining the economic and social effectiveness of local self-government, taking into account the territorial features and specifics of municipalities, is carried out. A set of such criteria capable of solving the task is proposed.
