This study presents a comprehensive analysis of the challenges in developing sports infrastructure in small towns of the Russian Federation, with a particular focus on identifying effective state support mechanisms tailored to regional specificities. The research examines key limiting factors, including disparities in municipal budget capacity, climatic conditions, and demographic characteristics. A critical assessment is made of existing federal and regional programs aimed at modernizing sports facilities. The study reveals significant imbalances in sports infrastructure availability across different federal subjects, along with systemic intergovernmental coordination issues. Based on the analysis, the paper proposes a set of measures to improve state support systems, featuring differentiated financing approaches, adapted construction standards, and optimized fiscal relations. The findings hold substantial practical value for public administration bodies developing strategies for physical culture and sports development in small urban areas. The research contributes to academic understanding of regional sports infrastructure development while proposing innovative solutions to pressing territorial development challenges. The methodological approach combines quantitative and qualitative analysis of statistical data, regulatory frameworks, and case studies of best practices.
