НЕФОРМАЛЬНЫЕ ПОСЕЛЕНИЯ И ИХ ВЛИЯНИЕ НА ГОРОДСКОЕ РАЗВИТИЕ

Неформальная застройка рассматривается как одна из ключевых урбанистических проблем современности, затрагивающая страны Глобального Севера и Юга. В работе представлен сравнительный анализ влияния неформальных поселений на городское развитие. Исследование уточняет понятийные границы «неформальных поселений», предлагает типологию по правовому статусу, материально-техническим характеристикам и функциональному назначению, а также выделяет кластеры социальных, экономических, политических и инфраструктурно-экологических рисков. Показана зависимость масштабов и конфигураций явления от качества институтов, режимов прав собственности и доступности жилья. Рассмотрен российский контекст и возможные направления политического регулирования: поэтапная легализация, интеграция в инженерные сети, развитие доступного жилья, применение медиативных механизмов разрешения земельных споров. Практическая значимость связана с формированием адаптивных стратегий городского управления, ориентированных на снижение маргинализации и повышение устойчивости территорий.Скачивания
