STATE SUPPORT AND PROSPECTS FOR THE DEVELOPMENT OF ENTREPRENEURSHIP IN THE RUSSIAN FEDERATION

Abstract

Introduction. Traditional assessment of public administration efficiency in tourism relies on quantitative indicators (tourist flows, revenues) that do not reflect the quality of managerial actions. Under conditions of structural economic transformation, a methodological approach is needed that integrates socio-economic indicators into the operational decision‑making cycle. The aim of this article is to develop such an approach based on converting statistical data into a diagnostic tool for identifying 'bottlenecks' in the regulatory and institutional framework of the tourism industry. Methods. The research is based on the authors’ system of 28 indicators grouped into six functional blocks (macroeconomic performance, external economic sustainability, investment activity, consumer behavior stimulation, labor market regulation, social inclusiveness). The proposed algorithm includes four stages: ensuring data comparability (deflators, price indices), identifying problem areas through intermediate composite indicators, weighting modeling of state policy priorities, and forming adaptive management responses. Results. Grouping indicators into six blocks makes it possible to diagnose functional disproportions in state support mechanisms. The system of weighting coefficients, adaptable to the current goals of national projects, ensures strategic flexibility of the assessment. Positive dynamics of the composite indicator with stable budget expenditures indicate the effectiveness of the management cycle; stagnation amid growing funding signals the need for structural reforms. Discussion. The proposed methodological approach closes the management cycle of 'planning – monitoring – correction', helping to optimize budget expenditures and improve the quality of governance in the field of tourism and recreation under the structural transformation of the Russian economy.
