Abstract

Introduction. This article examines the theoretical and applied aspects of formulating public policy instruments in tourism and substantiates the need for a strategic approach to managing the industry. Key vectors of tourism regulation are identified and characterized: institutional and legal, socio-economic, innovative and technological, environmental, cultural and historical, marketing, infrastructural, educational, and digital. The study proposes a system of directions for improving public policy for tourism development, focused on the development of domestic tourism, infrastructure modernization, the implementation of digital technologies, and increasing the investment attractiveness of the industry. The results obtained can be used in the development of strategic and programmatic documents for public policy in tourism. Methods. The study is based on an analysis of domestic and international approaches to government regulation of tourism activities, presented in scientific papers on public policy, institutional development, and innovative transformation of the industry. The study utilized methods of systemic and comparative analysis, generalization, classification, and synthesis, which allowed it to identify key elements of the public tourism governance mechanism and determine the impact of institutional, socioeconomic, infrastructural, and technological factors on the development of the tourism industry. Results. The study established that the effective development of the tourism industry is ensured by comprehensive government regulation, including legal, economic, and organizational instruments aimed at developing infrastructure, stimulating investment, and supporting domestic tourism. It was also found that institutional conditions, the level of regional socioeconomic development, and the digitalization of services significantly influence the development of the industry. Existing approaches, while comprehensive, have limitations associated with insufficient adaptation to regional specifics and modern challenges. Discussion. The study's findings confirm the need to improve the government regulation of tourism through a comprehensive approach, including institutional development, digitalization of the industry, and expansion of public-private partnership mechanisms. Strengthening support for tourism infrastructure, developing regional clusters, and improving the quality of human resources are proposed, which will enhance the effectiveness of government policy and ensure sustainable development of the tourism industry at the regional and national levels.
