ENOTOURISM AS AN ADAPTIVE STRATEGY FOR RUSSIAN AGRARIAN REGIONS: CLUSTER POTENTIAL AND INSTITUTIONAL CONSTRAINTS

Abstract

Introduction. Amid geopolitical fragmentation, disrupted logistics chains, and chronic raw material dependence of many Russian regions, exacerbated by spatial inequality, the search for adaptive models of regional development acquires the status of a strategic imperative. Purpose – to substantiate enotourism as a comprehensive economic strategy generating a "double immunity" effect: external (value chain localization, transition from commodity export to consumer import) and internal (multiplicative economic diversification, creation of high-skilled jobs, stimulation of small entrepreneurship). Methods. Comparative analysis of international and domestic case studies, application of theoretical constructs of the experience economy and new economic geography. Results. The replicability of the enotourism model beyond traditional winemaking enclaves has been revealed ("northern winemaking" zones, adjacent sectors – brewing, distillate production), which opens up scaling prospects for a wide range of Russian regions. Key barriers include regulatory dissonance (prohibition on distance alcohol sales, fiscal burden on small farms), infrastructure fragmentation, and human capital shortages in experience management. Discussion. Realizing the potential of enotourism requires a shift from supporting isolated projects to establishing a national program for gastronomic tourism digital accessibility, introducing an appellation system (protected designations of origin), and creating competence centers; systematic institutional work will enable the conversion of unique local assets into sustainable economic value.
