Abstract
The article investigates the teleological approach in the system of public administration, examining its evolution and transformation in the context of globalization and digitalization. It considers historical models (the USSR, China) and modern hybrid systems (the EU, Singapore), which demonstrate the integration of ideological goals with technological tools. The analysis covers the advantages of teleology, such as systemic planning, legitimation of authority, and resource optimization, as well as its critical aspects-rigidity, ethical conflicts, and algorithmic bias. The study details how the philosophical origins of teleology (Aristotle, Hegel, Marx) were implemented in specific managerial practices. Using Estonia and China as examples, it shows the contemporary transformation of the approach in the era of big data, leading to «algorithmic goal-setting». Special attention is also paid to the role of international organizations in synchronizing transnational goals and national strategies. The conclusion substantiates the necessity of balancing innovations with humanistic values for the future of teleological governance.
