Abstract
The process of reforming local self-government in Russia has become particularly relevant in the last decade, in particular, after the amendments to the Constitution of the Russian Federation in 2020 and the entry into force of Federal Law № 33-FZ dated March 20, 2025 «On the general Principles of organizing local self-Government in a unified system of public authority». Significant changes are taking place in this regard and within the framework of municipal public policy. The main purpose of the study is to analyze the changes taking place as a result of the reform of local government, to identify the challenges and threats associated with these changes. The work is based on qualitative and quantitative analysis, including the study of regulatory documents, monitoring of changes in practice, as well as the synthesis of scientific research by domestic authors. The main source of information was regulations, expert publications, and data from open sources. The scientific novelty of the research lies in identifying and substantiating the concept of «actual inter-municipal cooperation», substantiating and detailing the role of associations of inter-municipal cooperation and territorial representations of municipal district administrations as new actors in the system of municipal public policy, the formation and development of which became possible due to the implementation of a new reform of local government. The proposed recommendations can contribute to improving the practice of municipal governance and contribute to the creation of a more open and accessible system of public authority by increasing opportunities for public participation. The influence of inter-municipal cooperation and organizations of inter-municipal cooperation on the implemented policy is revealed, the classification of types of inter-municipal cooperation is supplemented and justified. The findings indicate the need for further study and strengthening of institutional mechanisms for expanding public participation in municipal politics and developing inter-municipal cooperation. These measures will significantly increase the sustainability, competitiveness and ensure the potential for sustainable development of municipalities, and contribute to the balanced implementation of municipal reform.
