Abstract
The issues of methodological tools for assessing the effectiveness of the mechanism of state support for small and medium-sized enterprises in the context of digital transformation play an important role in its improvement and the implementation of sound government decisions at both the municipal and regional levels. The article discusses the theoretical provisions on the main keywords ("public administration mechanism", "digital transformation", "effectiveness", "efficiency"), clarifies and develops a number of theoretical concepts ("modern comprehensive social concept of entrepreneurship", "complex of state support measures for SMEs", "object of non-stationary (mobile) trade activity" from the perspective of their application at the regional level), and defines the author's approach to assessing the effectiveness of state support measures, taking into account feedback and a preliminary assessment of the entrepreneurial confidence index.
