DIGITAL PARTICIPATION OF YOUNG PEOPLE IN REGIONAL PUBLIC ADMINISTRATION: EXPERIENCE OF SOCIOLOGICAL RESEARCH

Abstract

The article examines the transformation of the public communication system in the Russian Federation under the influence of digitalization, which is reshaping the interaction between government institutions and society. The traditional model of one-way information transmission is being replaced by a more balanced and dialogical format based on transparency, openness, and the involvement of citizens in decision-making processes. Special attention is given to the phenomenon of digital civic participation among young people, who represent the most technologically adaptive and socially active group. Using the Sverdlovsk region as an empirical case, the study analyzes the conditions and practices of youth engagement in digital communication with public authorities. Despite the high proportion of youth in the region, their level of involvement in digital channels of interaction and public governance remains relatively low. This is explained by insufficient awareness of available participation tools, low trust in the responsiveness of public institutions, and symbolic rather than substantive forms of online presence of authorities. The study concludes that for the development of sustainable practices of digital participation, the “digital dialogue” format must shift toward partnership, transparency, and supported civic engagement. Increasing media literacy, improving communication strategies of public bodies, and strengthening feedback mechanisms are considered essential steps for enhancing youth civic agency in the digital environment.
