INCLUSIVE TOURIST CENTER: THEORETICAL JUSTIFICATION OF CREATION

Abstract

The article is devoted to the theoretical substantiation of establishing an inclusive tourist center as a new institutional form combining educational, cultural, and social functions. The study examines the historical trajectory of educational tourism, identifying key stages of its development and demonstrating the prerequisites for introducing inclusive practices. Particular attention is given to the analysis of the federal projects “Modern School” and “Digital Educational Environment”, which lay the groundwork for the modernization of educational infrastructure and the digital transformation of the learning process. These initiatives create favorable conditions for implementing innovative solutions aimed at children with disabilities and special educational needs. The author justifies the necessity of integrating an inclusive tourist center into the educational system, emphasizing its role as a platform for designing virtual educational tours, creating barrier-free environments, training qualified personnel, and providing informational support. The proposed concept highlights the potential of the inclusive tourist center to compensate for the lack of adapted tourist and educational programs, improve access to knowledge, and contribute to the social inclusion of learners. In this way, the project is positioned as an important step toward building a more equitable and inclusive society.
