The article is devoted to the study of the influence of internal control and audit regulations on the effectiveness of state regulation of natural monopolies. The relevance is due to the growth of the tariff burden with the continuing opacity of costs. Scientific novelty is an assessment of the relationship between the completeness of the control regulations and the dynamics of tariffs in 2008-2023. The work describes a three-level structure of the regulatory field (international, federal, corporate levels), studies the practices of identifying natural monopolies, analyzes the pricing models "costs + investment premium" and "price corridor". Particular attention is paid to the subadditivity test as a tool for early detection of inflated costs. The purpose of the study was to substantiate management decisions that minimize total costs while maintaining the investment attractiveness of the industry. The conclusion contains proposals on unification of corporate regulations, introduction of an “audit clause” into dividend policy, and expansion of “competition for the market” contractual schemes. The material will be useful for the scientific community, regulators, and specialists in internal audit services of natural monopolies.
