This article presents a systematization of tools to enhance the effectiveness of organizational and managerial decisions in the field of procurement for high-tech enterprises with state participation. The paper analyzes factors that contribute to reducing transaction costs, such as the integration of anti-corruption monitoring, the digitalization of contract procedures, and the implementation of electronic document management. Special attention is paid to the role of normative and technical documentation and standardization, as well as the participation of small and medium-sized enterprises (SMEs) in public procurement. The relevance of the study is driven by the intensification of technological sanctions and the requirement to reduce transaction costs without compromising quality. Support measures are proposed, including credit guarantee instruments and the automatic splitting of lots. The scientific novelty lies in combining risk-oriented monitoring with registration filtering of corporate standards and the introduction of a total cost of ownership indicator. The paper describes digital mechanisms for anti-corruption control, examines the threshold conditions for effective competition, and defines a benchmark set of KPIs for the contract system. Particular emphasis is placed on integrating small innovative firms into government procurement. The aim of the research is to develop a comprehensive solution that ensures improved efficiency in the organization and management of procurement in high-tech economic entities with state participation. The main results of the study are targeted at specialists in contract departments, government regulators, and researchers in the field of procurement management and the development of innovation economics.
