INTERACTION BETWEEN THE STATE AND BUSINESS IN THE IMPLEMENTATION OF STATE FOREIGN ECONOMIC POLICY: MECHANISMS, FEEDBACK, EVALUATION OF FUNCTIONING

Abstract

The article is devoted to the study of the mechanisms of interaction between the state and business in the implementation of the foreign economic policy of the Russian Federation. The three-level management architecture (strategic, tactical, and regional levels) is analyzed, key problems such as duplication of functions, bureaucratic barriers, and insufficient business feedback are identified. A conceptual model of intersubjective interaction is proposed that integrates such mechanisms of intersubjective interaction as non-profit organizations, public-private partnerships, social partnerships, and public administration. The organizational and legal mechanism of intersubject interaction between the state and business in the implementation of the state foreign economic policy has been developed. The author uses a digital platform as the basis for the functioning of this mechanism. Special attention in the mechanism is paid to the creation of the NGO "Center for Assistance to the Institutional Development of the region", acting as the operator of the digital platform. The proposed conceptual model and the organizational and legal mechanism of intersubject interaction in the implementation of state foreign economic policy are aimed at creating feedback and improving the dialogue between business and government.
