Abstract

The study implements a systematic approach to the development of public-private partnership (PPP) in the field of physical culture and sports services as a tool to ensure the development of the industry. PPP is considered through the prism of systemic methodology, highlighting three key areas: the structure of partnership mechanisms, the totality of its development processes, and the methodological basis. Special attention is paid to the analysis of the internal contradictions of PPPs that arise at the junction of public and private interests, as well as ways to harmonize them through a balance of risks, responsibilities and resource synergy. The paper analyzes in detail the organizational and legal forms of PPP (concessions, life cycle contracts, investment agreements), potential risks (political, financial, social) and methods of their minimization. The role of digital technologies (blockchain, AI, IoT) in improving the efficiency of project management is emphasized. The author suggests expanding the use of PPPs beyond infrastructure projects, considering areas such as coaching and rehabilitation programs for people with disabilities as promising areas for concluding an agreement. The study may be of interest to authorities, investors and operators, as it contains practical recommendations for improving the regulatory framework, financial structuring and stimulating private investment. The paper demonstrates that a systematic approach to the development of PPP in the field of physical culture and sports can ensure not only the growth of infrastructure, but also the achievement of other socio-economic goals, including inclusivity and the development of human capital.
