The article discusses the problems of developing the logistics of oil and gas companies' procurement in the context of import-independent transformation of supply sources – localization of oil and gas engineering capacities, increasing operational risks of supply, which requires optimal balancing of supplies within internal and external supply sources. The scientific and practical development of risk-based procurement logistics for vertically integrated oil and gas companies (VICS) requires the separation of strategic and operational procurement risks in conditions of localization, the continuing shortage of supply in certain categories of material and technical resources (MTR) and equipment, industry risks of its rapid overcoming and limitations that fix the production needs of the customer company in the use of mixed procurement strategies, various concepts of logistics management for internal and external procurement («just-in-case», «just-in-time»), approaches to prioritizing management based on achieving sustainability and/or efficiency of the oil and gas customer's supply of goods. The set of factors discussed in the article forms a market symbiosis of conditions in which the choice of a supplier requires the competent use of risk assessment tools as a means of developing and implementing a procurement strategy in which operational supply risks are a function of the strategic choice of a counterparty, route, logistics scheme, and delivery basis, as well as the balance of internal and external sources of procurement within the framework of supply diversification.
