MANAGEMENT OF ORGANIZATIONAL PROJECTS IN CULTURAL INSTITUTIONS AND FORMS OF CULTURAL CREATIVE ACTIVITIES IN RURAL AREAS

Abstract

The article reveals the main trends of socio-cultural development of non-urbanized territories, which in strategic documents are given the role of a «satellite» of urban agglomerations. The object of the study is cultural entities as organizational systems, conditions of their self-development and self-organization. The study was conducted in the system paradigm, within its framework it is possible to identify forms of demonstration of creative activity and project action characteristic of different types of non-urbanized territories. The territorial boundaries of the work are limited by the settlements of the Perm Territory (the historical territory of Verkhokamye). The choice of the village of Sepych is due to the typical situation that has developed in the settlement communities of the region. Despite the presence of cultural organizations with a developed network structure, as well as successful practices of implementing amateur creativity, the population is declining faster than the average Russian rate, people are leaving for small and medium-sized towns. One of the results of the study was the consideration of the local House of Culture as an organizational system. Using the method of included observation, the main forms of cultural and creative activity were identified, which provided its network structures. In the process of implementing typical operational organizational projects, they act both as governing bodies and as managed entities. According to the author’s position, under certain conditions, network structures are capable of participating in the implementation of promising marketing organizational projects. Mechanisms of geocultural branding of the territory are also in demand. Creative project-network organizational projects are well combined with the principles of development of the settlement’s geoculture - self-development and self-organization.
