Effective and comprehensive social policy based on the responsibility of government bodies contributes to the sustainability and development of both the spiritual and political spheres. This approach helps to strengthen the trust of citizens and support the active participation of society in public administration, which, in turn, contributes to further progress. The objective of the study is to develop conceptual provisions for the development of social responsibility in the field of public administration through of creating a positive image of the authorities, active involvement of citizens in the decision-making process and the development of feedback mechanisms. To achieve this goal, a systematic approach, structural and functional analysis, dialectical method, were used. From the standpoint of the dialectical approach, freedom and necessity are identified as key categories of analysis for the philosophical substantiation of the essence, development, place and role of the concept of social responsibility in the life of society. The use of elements of the method of political cybernetics has made it possible to strengthen the justification of certain types of social responsibility. It is noted that special social responsibility is assigned to public administration bodies, therefore, the article pays attention to their role and importance in the further development of the category under consideration. The article defines the main components of the concept of social responsibility of public administration bodies, details the goals and objectives, defines and describes the structural components. Special attention is paid to the analysis of the types of social responsibility of authorities, their essential characteristics are given, it is proved that they are all interrelated, and as a result of the manifestation of each of them in one aspect or another, legal responsibility may occur.
