Abstract
Territorial management issues are of great importance in regional development. The article highlights the positive and negative features of various approaches to territory management through a comparative analysis of the literature. Separately, as the most common, we have highlighted the project, process and program approaches, their goals, objectives and features in more detail. Their comparative analysis was carried out. The goals and objectives of the development of territories, the most typical for implementation using one approach or another, are described. Management approaches and characteristic features of territories are compared. It is noted that there is no "ideal" approach to territory management, each region must take into account its own peculiarities of implementing (developing) process, project and program approaches to the public administration system. At the same time, several approaches can be implemented in symbiosis on the same territory, possibly using different approaches in different areas of the economy. The most suitable areas for applying a particular approach are highlighted in the article.
