THE INSTITUTIONAL ENVIRONMENT OF MASS SPORTS IN MEGACITIES

Abstract

This article is devoted to the study of the institutional environment of mass sports in megacities. It offers an author's approach to the definition of this concept, in which the institutional environment is considered as an integrated system comprising five key interrelated components: the regulatory framework, management structures, financial and economic mechanisms, digital tools and cultural practices. It is shown that the coordinated development of these components contributes to the formation of understandable "rules of the game" and sustainable strategies, the transformation of plans into concrete actions, the provision of diverse sources of financing, the expansion of accessibility of sports infrastructure and the stimulation of the population to systematic physical activity. The article concludes that the institutional environment plays a key role in the implementation of state policy in the field of mass sports. Its development not only helps to increase the coverage of the population with regular physical activity, but also allows solving larger-scale tasks such as strengthening public health, reducing social inequality, shaping urban identity and developing human capital.
