STATE SECURITY MANAGEMENT OF THE REAL SECTOR: IDENTIFICATION OF A MULTIFACTOR SYSTEM OF INFLUENCE

Abstract

The effectiveness of public administration of sustainable development is based on the formation of conditions for safe activities of real sector entities, which rightfully include mining enterprises. The authors used methods of a systematic approach to obtaining and analyzing information within the framework of the established goal. The purpose of the article is to show the mechanism of public administration of sustainable development as a complex multifactorial system of various components based on the actions and activities of real sector entities. Therefore, human, technical, natural and socio-economic factors create a canvas for the mechanism of public administration of sustainable development for each territory, taking into account its features. Thus, the authors determined the vector of influence of the natural factor on the sustainable development of the territory from the angle of the impact of natural disasters, meteorological conditions, mining and geological and mining and technical conditions for the development of minerals. At the same time, the natural factor in the development of mineral deposits from the standpoint of safety includes direct and indirect components. With regard to the personnel factor component of the public administration mechanism, the authors note that the basis is compliance with the norms, rules and legal acts of labor safety. The vector of the technical factor is aimed at controlling production processes from the position of protecting people from operating machines and mechanisms, protecting property and technologies. The vector of the socio-economic factor of the state management mechanism is based on the socio-economic indicators of the development of the territory (region) itself. The socio-economic factor is a basic complex, interconnected perception of all the above factors, the legal basis for their regulation and the conditions of influence. At the same time, it is the comprehensive consideration of all factors that guarantees the sustainability of not only mining enterprises, but the region as a whole.
