FOOD SECURITY OF AN INDUSTRIAL REGION AND ITS PROVISION SYSTEM: SCIENTIFIC JUSTIFICATION OF CONCEPTS AND APPROACHES TO FORMATION

Abstract

The article presents a scientifically grounded idea of food security of an industrial region and the system of its provision. An excursion into the formation of the concept of “food security” and its actualization at the level of states with the globalization of food markets is considered. The issue is also relevant for Russia, especially for industrial regions that have a low level of self-sufficiency of the population in food products. The concept of “food security of an industrial region” proposed in the article focuses on such a state of development of its food complex that guarantees stable provision of physical and economic accessibility of safe and high-quality food in the regional market for all social and demographic groups of the population in sufficient quantities according to rational consumption standards due to both local production and interregional supplies in volumes that do not affect the reduction in the level of supplier regions self-sufficiency and the independence of the state as a whole from external sources of its receipt. The concept of “food security system of an industrial region” is substantiated as a set of systemically important food complex sectors of the economy, system-supporting (administrative and managerial) and system-servicing (financial and investment, personnel training and scientific and innovative) spheres, the purpose of which is to form a regional market through local producers, interregional and imported supplies. To characterize the system-forming component, the concept of “regional food complex” is clarified.
