ON THE ISSUE OF ADAPTATION OF STATE CIVIL AND MUNICIPAL EMPLOYEES: THE IMPLEMENTATION OF LEADING DOMESTIC REGIONAL PRACTICES

Abstract

The adaptation of state and municipal employees in the DPR during the transition period has a number of features. Firstly, it is necessary to take into account the specifics of the legislation of the Russian Federation and integrate it into a single legal space. Secondly, it is overcoming psychological barriers associated with a change in the usual way of work and the transition to new standards of activity. Thirdly, there is a need for advanced training and retraining of personnel, taking into account the requirements of modern public administration. The article examines the essence of adaptation, its directions and types. The features of adaptation of state civil and municipal employees are described. The review of the existing adaptation practices applied in the public authorities of the Russian Federation is given. The directions of improving the adaptation of state civil and municipal employees in the Donetsk People’s Republic during the transition period are proposed. To improve the adaptation of state civil and municipal employees in the DPR, it is necessary to introduce a comprehensive system that includes the development of individual adaptation plans, training seminars and trainings, mentoring, and regular assessment of the results of adaptation. It is important to create a favorable working atmosphere, the formation of a corporate culture based on the principles of professionalism, responsibility and respect for citizens. The proposed areas of adaptation improvement make it possible to increase the efficiency of the DPR public authorities, improve the quality of public services provided and create conditions for sustainable development of the region during the transition period.
