Abstract
The modern world dictates new principles of public administration, such as openness and transparency; sensitivity and care; effectiveness and efficiency, as well as a focus on accountability to society and, most importantly, justice. New requirements for civil servants as subjects of public policy require a modern approach to motivating their activities. One of the effective ways to increase the work of civil servants is the introduction of a well-developed motivation system. According to the results of the study, it was found that the main means of motivating public civil servants in the Donetsk People's Republic is currently not cash payments at all. The main focus in the motivation system should be on the motivational impulse, which includes: pride in being in public service; a sense of the usefulness of work; the social significance of work.
