Mastering current management approaches, developing team interaction skills using the example of the "Time of Heroes" program

Abstract

Introduction. In the public administration system, social technologies that help structure managerial activities and increase their efficiency are becoming increasingly important. Of particular significance is the formation of team interaction skills among civil servants, including participants of the special military operation undergoing retraining. The aim of this study is to examine the features of mastering current managerial approaches and developing team competencies using the example of the federal educational program "Time of Heroes". Methods. The research is based on the analysis of regulatory documents, public reports on the program’s implementation, and generalization of data on applications and selection results. Methods of analysis, synthesis, formalization, and comparison were applied. Results. It was revealed that within the social technologies of public administration, the following approaches are used: initiative-targeted, program-targeted, regulatory, comprehensive, problem-targeted, and social experiment. The development of team interaction is achieved through experiential learning, facilitation, coaching, retrospectives, and role modeling. The "Time of Heroes" program (first cohort – 83 participants out of 44,000 applications; second cohort – 85 participants out of 65,500 applications) includes the study of strategic planning, project management, lean management, internships, and mentoring. The share of Heroes of Russia among applicants for the second cohort increased by 53 %. The program aims to form a personnel reserve for state and municipal service. Discussion. The use of social technologies and long-term educational programs with gradual task complexity makes it possible to effectively adapt military personnel to civilian managerial activities. The development of team skills contributes to improving the quality of public administration and integrating participants of the special military operation into government bodies.
