Abstract
Introduction. The problem addressed in this article concerns the need to develop a holistic public administration system that facilitates the transition from a linear consumption model to a closed-loop economy in the face of geoeconomic turbulence and the demands of technological sovereignty. The study demonstrated that the normative and methodological framework for digital transformation and the indicator-targeted regulatory framework possess high integration potential, enabling the synchronization of the strategic guidelines of the Digital Economy program with the operational mechanisms for sectoral resource conservation and environmental development management. Methods. The study utilized content analysis of regulatory documents, systematization and classification, comparative analysis, indicator-targeted modeling, and the formalization of a formulaic framework for calculating key performance indicators. Results. The main findings of the study include a reconstruction of the hierarchical architecture of regulatory frameworks and the substantiation of an algorithm for assessing the effectiveness of digital transformation based on the integrated KPI and its weighted sub-indicators. Discussion. The approaches proposed in this paper can be applied by government agencies and state-owned corporations without special adaptation in various management sectors to improve interdepartmental coordination mechanisms, develop regional programs, implement digital traceability loops for secondary resources, and target the allocation of budgetary and extra-budgetary investment resources.
