DEVELOPMENT OF MUNICIPAL GOVERNANCE MECHANISMS FOR PRIORITY DEVELOPMENT AREAS

Abstract

Introduction. The relevance of the topic is determined by the contradiction between the high potential of priority development territories as a tool for accelerated socio-economic growth and the lack of development of municipal mechanisms for their practical management. The study of this issue makes it possible to clarify the role of local governments in implementing the regime of priority development territories, identify organizational, infrastructural and personnel constraints, as well as substantiate areas for improving municipal management, focused not only on attracting residents, but also on achieving long-term sustainable development of the territory. Methods. The research is based on the application of methods of theoretical, systematic and comparative analysis, as well as the classification method. Results. It is proved that the effectiveness of the mechanisms of municipal management of priority development territories is determined not only by the availability of a special legal regime, tax benefits and administrative preferences, but also by the quality of municipal support for investment projects. It is shown that local governments act as a key link in linking investment policy with the real needs of the territory, including infrastructure preparation of sites, development of human resources, interaction with the population, business and regional development institutions. Special attention is paid to the problem of insufficient institutionalization of the municipal level in the management system of priority development territories. Discussion. The existing management models are based primarily on the federal-regional logic, whereas it is the municipal level that faces the immediate consequences of implementing investment projects: changes in the employment structure, the burden on infrastructure, the transformation of the urban environment and social risks. The necessity of using a system of interrelated management mechanisms for TOP, including strategic planning, infrastructure support, personnel policy, financial monitoring, organizational support for residents (project offices), inter-level coordination, interaction with the public and digitalization of management processes, is substantiated.
