PROSPECTS FOR THE SOCIO -ECONOMIC SUSTAINABILITY OF THE PETROCHEMICAL COMPLEX OF THE REPUBLIC OF BELARUS IN CONDITIONS OF UNCERTAINTY

Abstract

At the present stage, there is an increasing need for state regulation of the petrochemical complex. This is primarily due to the economic trends that emerged in the early 2020s. These include cooperation, clustering, and import substitution. At the same time, the priority task of the economy remains to create conditions for industrial symbiosis and ensure its own socio-economic stability, as well as the sustainability of the regions where production facilities are located. The implementation of such a multitasking goal will contribute to the interaction of vertically integrated enterprises, deeper use of resources in the regions and the development of the processing industry with the necessary resources, as well as ensuring the mobility of smaller enterprises surrounding the main production clusters and producing technological products to meet the needs and market conditions. This will become the basis for the formation of a sharing economy, from which small enterprises attract resources, fixed assets, and real estate to maneuver in the event of fluctuations in demand for the products of large industrial enterprises. Thus, the study highlights aspects of the ideal scenario of socio-economic sustainability for large-scale chemicals, among them the attractive cost of raw materials (provided through integration projects of joint development of mineral resources within the framework of the Union State of Belarus and Russia) and the logistical advantages of the Eurasian Economic Community.
