ANALYSIS OF STATE REGULATION OF THE EDUCATIONAL SECTOR IN FOREIGN COUNTRIES UNDER THE BOLON SYSTEM

Abstract
The article presents a comprehensive comparative and analytical study of state regulation mechanisms in higher education across foreign countries within the framework of the Bologna system and its subsequent transformation. The research relies on recent publications and statistical data from international organizations (OECD, UNESCO, European Commission, World Bank) covering the period 2020–2025. Particular attention is given to the coordination between government bodies and universities, the state’s role in the digital transformation of education, and the influence of national models on the efficiency and resilience of higher education systems. Comparative indicators of financing, regulatory frameworks, and education quality indices are analyzed. Based on the results, analytical conclusions and practical recommendations are proposed to enhance Russia’s educational policy in alignment with global trends and the transition beyond the Bologna model.
