REPRESENTATION (REPRESENTATIVES) THE HIGHEST OFFICIAL OF THE SUBJECT OF THE RUSSIAN FEDERATION

Abstract

The article is devoted to the study of the political and legal institution of representation of the highest official of the subject of the Russian Federation in regional and municipal authorities. The author analyzes the essence, functions and evolution of this institution using systemic, institutional and comparative legal approaches. Problems of legal regulation have been identified, including the lack of unified norms and differences in the status of representatives in different regions. The role of representatives in the formation of a unified system of public authority and their influence on the implementation of the principle of separation of powers is considered. Particular attention is paid to the imperfection of the regulatory framework and the need to reform the institute. It is concluded that the representation contributes to the effective performance of the functions of the head of the region, but requires legislative specification.
