THE ROLE OF THE STATE IN THE DEVELOPMENT AND FORMATION OF PHARMACEUTICAL REGIONAL CLUSTERS

Abstract

This study focuses on the analysis of the formation and development of pharmaceutical clusters in the Russian Federation, which receive support under the state program for funding pilot innovative territorial clusters. The pharmaceutical sector is regarded as a strategically important component of the national economy, which explains the heightened attention it receives from government authorities – particularly in the context of integrating newly established regions of the Russian Federation, such as the Donetsk and Luhansk People's Republics, as well as the Khersonskiy and Zaporozhskiy regions. The relevance of the cluster-based approach to regulating and promoting the domestic pharmaceutical market stems from its status as a socially oriented sector that contributes to the reproduction of labor potential and supports the stable functioning of economic agents. Due to the essential nature of its products – medicinal drugs and medical devices – the pharmaceutical market is characterized by low demand elasticity. This feature endows the industry with particular importance in the broader system of national security and social resilience.
