Abstract

The paper offers an in-depth examination of the existing qualification standards applicable to positions within the state civil and municipal services of the Donetsk People’s Republic, taking into account the unique circumstances of the transitional phase that followed the region’s integration into the Russian Federation. The study substantiates the crucial role of forming a highly professional workforce as a key element of state personnel policy aimed at ensuring effective public administration. Federal and regional regulatory legal acts, including Presidential decrees of the Russian Federation and DPR laws, regulating the requirements for professional education levels, work experience, and professional competence of civil servants, are examined. Special attention is given to the specifics of citizenship and age limits for state and municipal employees in the DPR, as well as to the mechanisms for their application during the transitional period. The article analyzes methodological guidelines and tools for establishing qualification requirements, as well as a three-level system of standards: basic, functional, and special. It emphasizes the necessity of continuous updating of qualification requirements in response to legislative changes, the introduction of new information technologies, organizational restructuring, and redistribution of powers within public authorities. An interdisciplinary approach is proposed for the formation and updating of personnel standards involving the scientific community, educational institutions, specialists, and experts in the field of public service. The study concludes that a systematic and scientifically grounded approach to developing qualification requirements contributes to enhancing the professionalism of state civil and municipal servants in the DPR, which, in turn, improves the quality of public services and strengthens the institution of public authority.
