DETERMINANTS OF THE VALUE UNIVERSALS OF THE HEADS OF THE HIGHEST STATE AUTHORITIES

Abstract

In the context of the search for new ideas of social activity of the population, without the effective use of the potential of the state management elite, the development of the state, as well as its retention of competitive advantages on the world stage, is impossible. Thus, for the modern domestic practice of public administration, the formation of a flexible and diverse system of transformation of the highest ranks of public authorities is of particular relevance. Today, the professional and personal abilities of state leaders play a significant role, which necessitates the development of the actual theory and practice of management in the modern period. The personality of a modern leader is an object and subject of biosocial relations through the synthesis of the universal, socially specific and individually unique in him, and the qualities of any personality represent the unity of the general – typical for this system, special – for the collective (professional group) and individual, individual. The article considers a certain essence common to managerial professional culture – value universals. The value universals of the modern state manager characterize the quality of managerial activity, determine the degree of assimilation of social and cultural experience, traditions, reflects the real attitude to reality. Thus, the authors highlighted: involvement in the socio-political life of the country; humanitarian; patriotic attitude; commitment to one direction (one line); stability of life values; symbolization; devotion (passionarity); impeccable image; integration into the political system of the state; diligence. The article highlights the idea of changing the approach to assessing the qualities of officials of the state apparatus. It is established that these universals are a consolidating basis and act as a specific cultural regulator of the attitude of the manager’s personality to the surrounding reality, society, and his own actions. The presence of value universals among the heads of the highest state authorities allows us to talk about a complex of ideas about the purpose of the activity, the state of the managerial level in which it manifests itself, including the relationship between the subject and the object of management. Taking into account value universals, as professional and personal abilities that a modern state leader should possess, characterize a fundamentally new quality of public administration.
