EXPERIENCE OF MUNICIPAL CONTROL AND SUPERVISION ACTIVITIES IN THE NOVGOROD REGION AND THE POSSIBILITY OF ITS APPLICATION IN THE DPR

Abstract

The purpose of this paper is to study the experience of the Novgorod region in organizing and conducting municipal control and to develop on this basis specific proposals for its application in the Donetsk People’s Republic. The theoretical basis of the study was provided by the works of scientists in the field of control and supervisory activities and public administration. Federal and regional normative-legal acts served as the information basis. The study used a dialectical approach: municipal control was considered as an evolving social phenomenon and in connection with other instruments of restoring order on the territory of the municipality. The formal-logical method was used in identifying the shortcomings of municipal control, directions for their elimination and development of recommendations for the Donetsk People’s Republic. Based on the generalization of the experience of municipal control and oversight activities in the Novgorod Oblast, it was concluded that in the conditions of a critical shortage of financial, human and organizational resources experienced by local self-government bodies of the Donetsk People’s Republic, it is irrational to strive to increase the number of types of municipal control and oversight activities. At first, it is necessary to focus on those types that are explicitly outlined in federal laws, especially housing and land control. It is advisable to establish a system of interaction between public authorities, the public and business, effective work with public appeals, and the development of feedback from controlled entities. It is worth paying attention to the experience of the Novgorod region in the sphere of formation of information support of control and supervisory activities through electronic information systems. The regional law on granting local self-government bodies of municipalities with separate state powers of the Novgorod region in the field of administrative legal relations is of interest.
