Abstract
The article identifies the shortcomings of the existing strategic planning management system in the Donetsk People's Republic, identifies the directions of formation and proposes a model of the strategic planning management system, which includes four subsystems: ensuring optimization and design of a program-target set of indicators "goal – task – action – target indicator"; a set of innovative management mechanisms, including mechanisms for responding to deviations and the formation of compensatory measures; organizational and institutional tools; a set of information tools designed to support management decision-making and provide operational feedback, the principles of forming a system of development institutions are considered. As part of the implementation and implementation of the proposed measures, the optimization of the structure of public expenditures and the results of the use of budget funds will be ensured, that is, the efficiency and the balance of budget planning will increase.
