Abstract
Positive changes in all spheres of life occur on the basis of constructive interaction of the state and civil society. However, the presence of a number of problemsthatimpede the establishment of an effective dialogue between these two actors, causedby the presence of unresolved socially significant problems, a decrease in the authority ofthe authorities, and, as a consequence, a decrease in the level of citizens' trust in the activities of state institutions, call for the need to find options to overcome them, which isseen in the plane of the structure of civil society, each of the elements of which requires separate understanding. For these purposes, a study was conducted on the structuring of the concept of "civil society" based on an array of theoretical calculations and the resultsof the analysis of the report of the Public Chamber of the Russian Federation. The article structures the definition of "civi society" with a justification for the importance of such institutions as the Public Chamber and non-profit organizations, provides a justification for the primary tasks of developing interaction between civil society and government agencies for new subjects of our country based on the analysis of the Report on the State of Civil Society in the Russian Federation for 2023 and the specification of the best federal and regional practices in this context. It is emphasized that representatives of municipal bodies created in 2023 in the territories of new subjectsof the Russian Federation should initiate the creation and development of independent public associations that, interacting with coordinating and public councils, will be able to expand the scope of public control over government bodies and local government, whichinvolves work aimed at improving the level and quality of the existing dialogue between the state and civil society. In order to prevent the potential socio-economic threat of destructive false patriotism and to educate a new citizen of Russia, proposals have been formulated to ensure state support for public organizations, based on the best practices of the Russian Federation.
