Abstract

The article examines the problems of import substitution of the component base in the domestic electronics industry, however, the author goes beyond a narrowly sectoral analysis, focusing on the systemic risks associated with the logistics of commodity supply in modern production chains. In the context of global geo-economic turbulence, increased sanctions pressure and fragmentation of international markets, the sustainability of industrial production is becoming critically dependent on the effectiveness of supply chain management. The author substantiates the thesis that the key condition for minimizing logistical risks is the strategic convergence of industrial consumers with supply sources. This implies not only the localization of critically important industries, but also the formation of regionally integrated clusters that reduce dependence on long-term international supplies. Special attention is paid to the role of the state in this process: stimulating localization through the mechanisms of industrial policy (subsidies, tax incentives, government procurement); development of transport and logistics infrastructure to ensure uninterrupted supply of goods; formation of reserve production capacities and strategic stocks of critical components; coordination of interaction between enterprises within the framework of import substitution projects. The author concludes that in the context of geopolitical instability and rising protectionism, traditional global value chains are becoming a source of systemic vulnerabilities. In this regard, the transition to regionally oriented production models seems to be not only a measure of adaptation to current challenges, but also a strategic direction for ensuring the long-term sustainability of the national industry.
